Before we've only been able to have settlement upgrades when we upgraded the entire settlement. Why do you think that if the defence section was gone there would be something else? I don't think it is taking up any new or different opportunity. which is what you are complaining about :D You mean "defence" section? We havn't been able to directly upgrade settlements since Medieval 2 I think. I hate the slot system and I think it's crazy limiting, if a city is big you should build what ever you want. I was hoping the fortifications would be more of a payable upgrade to the city or in the very least upgraded when you upgrade the permanent city levels.
